If you can't afford bail, then you will be less able to collect evidence, find and talk to your lawyer, and do things that would make it more likely for a judge to give you leniency:

Bail should be based on your income; like a fixed percentage.

(I don't like the idea of bail. It kinda hits "innocent till proven guilty" over the head, really. Now, if there's a good deal of evidence supplied that will guarantee a conviction (beyond reasonable doubt), then sure, put the person behind bars if the offense is serious enough, but otherwise? Nope, let them go without a fee.)
