I'll NEVER vote for Hillary.

Well yeah.

Trump isn't a member of the secret club that the career politicians are a part of. Clinton, Bush, et al.; they're all a part of the same social circles.

It's hard to exert influence on someone that's not in your gang.

Bernie got taken out of the game for the same reason.

I think most of the people who use the term are referring specifically to the ones who limit their activities to Internet trolling, though some use it in the second instance you described.

While an argument can be made that Poppy is voting for Clinton because of the less than gentle way Trump had treated Jeb, just as likely, it can be argued that Poppy is putting the wellbeing of his country ahead of his party.
