As mentioned by several media outlets, James Comey probably wanted to cover his back given his previous testimony before Congress in July. He even hinted at this in his first letter about the re-opening of the investigation...
Regardless, the chaotic and volatile behavior of the FBI in this case so close to an election likely means that both Democrats and Republicans will continue to be highly sceptical of the agency... and quite a few Republicans will likely question if the FBI was actually capable of thoroughly investigating such a large trove of emails in just a single week...
