It looks like the kid the bad luck of having the wrong people witness what was done to him. More generally it seems the staff lost control of that school.

this reminds me of the time my 6th grade teacher was placed on temporary leave for allegedly throwing a chair in class when he had lost control of it. (i wasn't there that day). it was a general ed class, no word if the chair hit someone or not.
some people are better suited to handle difficult children than others - these characters seem like they've had previous experience as prison guards. i'm sensing a failure to detect bad behavior early and nip it then.
