If I recall Britain also invested heavily in railways in it's colonies to help transport goods back to the dockyards of Liverpool

I see the "middle kingdom" is investing in rail/road investment in many of its third world trading partners to help transport goods back to the dockyards of Hong Kong, Guangzhou and Shanghai

Doubt they particularly care if the locals are in debt. New age, new colonial masters...

Kipling's "unwashed" bit is amusing given Asian people bath everyday. Certainly not the case in 19th century England
