This is exactly WHY they're doing it. It's to help Big Tobacco make up the profits they're losing to the E-cigarette industry. That's how lobbyists work. You can bet some bigwigs in the FDA just received big anonymous deposits to their Swiss bank accounts.
Smokers who stick with tobacco cigarettes will just smoke more of them to get the same effect.
Those who can't afford real tobacco smokes anymore have already switched to an E-cig. Many of those have dropped their nicotine level down to zero or near-zero, but still enjoy the sensation of smoking, along with the health benefits of not inhaling carcinogenic tars.
Next - new laws, sponsored by Big Tobacco will kick in next summer, making the Electronic Cigarette so highly taxed (therefore so expensive), that former smokers will be forced to revert to real cigarettes, because they'll be cheaper than the Electronic version.
