Trump had first suggested he would talk to people like Microsoft founder Bill Gates about "closing" the Internet "in certain areas" in a speech in Mount Pleasant, South Carolina last week, during which he also proposed banning all Muslims from entering the U.S.
At the CNN debate in Las Vegas, Nevada on Tuesday, Trump said, "As far as the Internet is concerned... I'm talking about parts of Syria, parts of Iraq, where ISIS is.

Hearing boos from the audience, Trump retorted, "I just can't imagine somebody booing. You're objecting to us infiltrating their conversations? I don't think so."
At another point in the debate, Trump also said, "I want to get our brilliant people... and figure out a way that ISIS cannot do what they're doing. I don't want them using our Internet, to take our young impressionable youth."
Sen. Rand Paul of Kentucky was quick to criticize Trump for the suggestion. "In defending America, we cannot lose what America stands for," Paul said, suggesting that "closing" parts of the Internet would restrict Americans' freedom of speech and civil liberties."

Donald Trump has called for a shutdown of the Internet in certain areas to stop the spread of terror.
In a speech at the U.S.S. Yorktown in Mount Pleasant, South Carolina, on Monday, Trump referenced the use by ISIS of social media as a recruitment tool. He recommended a discussion with Bill Gates to shut off parts of the Internet.
"We're losing a lot of people because of the Internet," Trump said. "We have to go see Bill Gates and a lot of different people that really understand what's happening. We have to talk to them about, maybe in certain areas, closing that Internet up in some way. Somebody will say, 'Oh freedom of speech, freedom of speech.' These are foolish people. We have a lot of foolish people."

Donald Trump reiterated in the fifth Republican debate on Tuesday night that he would be open to "closing parts of the Internet" to prevent ISIS from attracting recruits, but it wasn't clear exactly what he meant.
"ISIS is recruiting through the Internet. ISIS is using the Internet better than we are using the Internet and it was our idea," Trump said. "I want to get the brilliant people from Silicon Valley and other places and figure out a way that ISIS can't do what they're doing."
CNN moderator Wolf Blitzer tried to get Trump to clarify: "Are you open to closing parts of the Internet?" Blitzer asked.
"I would certainly be open to closing areas where we are at war with somebody," Trump said. "I sure as hell don't want to let people that want to kill us and kill our nation use our Internet. Yes sir, I am."
