While this certainly may be the modus operandi for IS in the middle east I am not sure this happened in Sri Lanka.

Following the attacks the Sri Lankan government put a social media and ban on journalists so troops could go door to door searching for suspects. Reports suggest that the military simply carried out extra-judicial executions of entire families of the terrorists and then repackaged the story as "they opened fire on us"
