It's an attack on white people and it should be rejected as a concept. Some people might use it in a benign sort of way, but these culture warrior types know exactly what they're doing. People of color is another way to attack whites, it's more subtle that just saying non-white. Including everyone who isn't white in the in-group. Color man good, white man bad. I don't think I've ever seen in my life a reference to non-black or a people of color equivalent of non-black. Or non-brown, non-latino, non-arab, etc.
