Parents abused and kicked out Autistic 13-year old

wo Fulton parents were charged for physically abusing their 13-year-old autistic child and kicking her out of the house.

Kavin Vance and Mamie Reed-Vance were arrested for physically abusing and neglecting their child who has been diagnosed with autism, language communication delay and has the comprehension of a 2nd/3rd grader with no problem-solving capabilities.

According to a probable cause document, at 8:23 a.m. Saturday a Fulton police officer was searching for a 13-year-old autistic girl who had been reported missing the night before.

When the officer located the girl, he took her to the police department where he discovered that she had been beaten by her parents.

The child told the officer that she had slept in a car on Thursday and the next morning, on Friday, she went to her parents to apologize.

She said as she was apologizing to her father Kavin Vance, her father's wife and her foster step-parent Mamie Reed-Vance began to yell at her.

The child said Kavin began hitting her in the face with "a closed fist" and that this "caused her pain." She also said she was having trouble seeing out of her right eye. The document said she explained that she saw a dot in her eye "like if you rub your eye too much."

According to the document, the child had "a cut on her right cheek and swelling to her right eye" and the child said.

The child went on to explain that her father pulled her hair and she ran out the door. While she was outside, the document said Kavin told the child to "get out of the house, even the porch."

Approximately two hours after the child was sent out of the house in 33-degree weather, the document said a St. Louis Children's Division worker received a phone call from Mamie who "sounded intoxicated" on the phone and informed the Children's Division worker that she had kicked her 13-year-old autistic stepdaughter out of the house.

The Children's Division worker spoke to Fulton police who went to Mamie and Kavin's home to do a welfare check.

Upon arrival, the document said Mamie told police she had gotten into a physical altercation with the child inside the living room.

Mamie said that while she was on the phone with her sister, the child heard Mamie say she did not want to take care of the child anymore.

According to the document, Mamie said she punched the child in the mouth and grabbed the child by her "multicolored braids" then "pulled them out of her head."

While speaking with Mamie, the document said an officer observed "two multicolored braids, approximately 1 foot in length, lying on the living room floor."

After pulling the child's braids out of her hair, the document said Mamie told police she drug the child across the living room floor to the front door and told her to leave the house.

The document said at the time the child was kicked out of the house, it was "mid-30-degree range and slightly raining" and "a global pandemic with multiple cases reported in Fulton was actively occurring."

Mamie told police she's not sure where the child was headed but she was barefoot when she was kicked out of the residence.

Law enforcement located the child about 8 hours after she had been kicked out of the house and, according to the document, she was "wearing clothing which is not suitable for the weather conditions."

Additionally, upon arresting Kavin Tuesday, law enforcement said they found Kavin to be in possession of two guns and Kavin told law enforcement he sells heroin.

Kavin has been convicted of seven felonies thus it is illegal for him to be in possession of a firearm.

The document said Kavin also told police about "people that have either overdosed and died or overdosed and recovered."

Kavin was charged Tuesday with felony abuse or neglect of a child and first-degree endangering the welfare of a child. He was also charged Tuesday with two counts of possession of a firearm.

Mamie was charged Sunday with first-degree endangering the welfare of a child and third-degree domestic assault.

Mamie posted her $10,000 bond on Monday.
