How many times prior to this are you aware of permits being issued for painting messages\murals\whatever on the road? Not so surprising she appeared stunned to learn one had been issued when you look at it from that angle...
On a related note: allowing a permit for this to be painted on the road may potentially leave the council\permit issuer open to having to permit other murals\messages\political opinions on the road that may not align with BLM in the future...Having set a precedent, it wil be a lot harder to deny permits in the future.
