That is just plain sick. I hope they get that done to them in prison.

Even if the only thing that happened was the algae being scratched, you still do NOT touch a manatee as it's illegal since they're a protected species. I hope those monsters get the harshest sentence they can get.

nowhere near enough of a reward to persuade those people to do the right thing. these folks aren't looking for anything that makes actual sense, like money. you can't scare them into good behavior, or reason with them or negotiate with them in any way. the only way to deal with these people is to stay the hell away from them or if they corner you, defend yourself against them with as much offensive force as needed. IOW, Some people just want to "kill 'em all and let god sort it out."
