Twitted being sued
It sems Twitter is being sued in relation to the distribution of, and profiting from sexual abuse of children:
A support agent followed up and asked for a copy of Doe’s ID so they could prove it was him and after the teen complied, there was no response for a week, the family claims.
Around the same time, Doe’s mother filed two complaints to Twitter reporting the same material and for a week, she also received no response, the suit states.
Finally on Jan. 28, Twitter replied to Doe and said they wouldn’t be taking down the material, which had already racked up over 167,000 views and 2,223 retweets, the suit states.
“Thanks for reaching out. We’ve reviewed the content, and didn’t find a violation of our policies, so no action will be taken at this time,” the response reads, according to the lawsuit.

This is likely going to come down to a "section 230" issue (simply put, platforms aren't responsible for what users post, while publishers are), with Twitter to likely claim to be a "platform". However, the "platform" claim may run into further difficulties, given they had implemented "warnings" on posts by certain member(s) at least 6 months previously, which may be interpreted by a court as "editorial" actions, and so pushing Twitter into the "publisher" category, and so liable for content on the site.
It is certainly enlightening to see what Twitter considers "acceptable" and what needed warnings applied...

Massive spread of false information and conspiracy theories in social media has proven capable of causing real damage. Having power to spread them, intellectual ownership to use them for any purpose but no responsibility for their outcomes I find unfair on the "platforms'" part.
I find generally the "platform" status abused by social media.

They took way too long to ban stuff like this.
I didn't know there were photos or videos on the site.
But things like shotacon and lolicon were on. And 'pro-map' s**t in terms of stuff being said.
Whenever I found it, I reported it but they didn't ban it specifically.
So I would report for eg 'promotion of violence' for someone who's 'pro-MAP' or 'threat of violence' for someone who said they had a 10 yo girlfriend and were going to take her virginity...
In the hopes a human mod would see it.
Most of the time they did and they banned them. I hope they also called the police on them - I didn't have their IP addresses so I couldn't but Twitter did and should have done.
For anyone who's not 'always online (tm)' pro-map = pro minor attracted person = pro paedophile and (in case there's pedants out there with their 'well actually paedophilia is a mental disorder'...) they were using it to = pro child molester, ie promoting child molestation.

I find this questionable. I wonder what the photos were and if the minor was actually being sexual in them or were they just "regular photos." This family would need to do a DMCA takedown and you can file a DMCA form on their website and they will remove those images. You can use this when someone puts your stuff in their page without your permission. Reporting these images will not make them take action. Plus they have a page you can fill out if there is a exploit of a minor. Reporting these images will not make them take action.
I have seen borderline CP on there and they took no action. Borderline CP isn't illegal because the minor actually isn't being harmed because they are not doing any sex acts in it but the fact they are being used sexually on a page, websites can't see that so the page stays. Plus if it's all fiction, no action is taken because there are no real minors involved. This is just websites in general. Anything with minors can be sexualized and it will not violate any website rules. If someone had a diaper fetish so they were putting photos of minors on their page that were wearing them, this would not violate their terms. I mean diaper companies have photos of babies in diapers all the time for their advertisement. If someone had a thong fetish and they were putting photos of minors wearing such underwear, not CP under their eyes. Problem with making borderline CP illegal is this would affect everyone and you as the parent would be very upset if you got accused of violating the TOS in possession on a minor for posting an innocent photo of your child in a cute swimsuit because some sicko decided to sexualize it and report it as CP.

I did hear that lots of pedos migrated to Twitter from a video by a commentary YouTuber (Optimus) back in the first lockdown. Uncertain how old it was, but I definitely saw it. I know I've seen other people complaining about it as well...

And I got a 30 day Facebook ban for calling some racist in the comments section of a local newspaper's article about the farmers protest an idiot.
Facebook algorithm banned me for violating their bullying & harassment policy - which it seems was implemented the day trump was out of office lol whatever; I have TONS of other productive things to do with my time anyways.
As for this, well, wow.. pretty lame of Twitter. Also seems to be fodder to feed the conspiracy theorists as they can now say that this is evidence that Q was right, it's a ring of satan worshipping baby eating pedos controlling all the things.

Doe, acting under duress, initially complied and sent videos of himself performing sex acts and was also told to include another child in his videos, which he did, the suit claims.
So, it appears the answer to your question about the photo's was that it was more than "borderline CP" - And not solely photos. (Actually, the first quote in the original post specified videos as well as photo's were involved).
