I'm wondering if Lukashenko is trying to spoil Putin's plans without openly opposing him?
I've read about thousands of arrests of anti-war protesters in Russia but not in Belarus, despite protests being there, too.
It makes me think Lukashenko does not want this war but he's under Putin's shoe. He's an autocrat but maybe some line has been crossed for him, too.

I'm wondering about the divide though. Is that just areas of military operations or are they gonna slice up the country like a pizza?
