It doesn't matter if he has the most. He's intelligent enough to know launching his nukes wouldn't end well even for Russia, so any threats to that effect are bluffs. Besides, there are multiple ways in which he can be held accountable to people of all kinds (including his own people) that doesn't involve most of the rest of the world going to war with him. We can start by ensuring that Russia doesn't actually make gains on the world stage, and in fact, ends up being worse off for this war.
With that said, there is no way it will be humanly possible for Putin to experience even a fraction of the suffering he has inflicted on others. He had best hope that Hell doesn't exist, because if it does, eternity is not looking good for him.
