Because you can't. If you ever had such power over your own destiny, you've lost it, much like the UK has. Russia doesn't want to lose what little of that they have left.

Lithuania is taking things very seriously compared to Latvia and Estonia, judging by the "Host Troops".

And it is interesting that the Allied Troops are roughly proportional to the amount that is invested in the Baltic states.
4,000 troops for Lithuania compared to about half for the other two.
