It is a case of either extreme stupidity or extreme malice. Either way, all cops involved should lose their badges permanently, at the very least!

Come on now, who would've thought it was a bad idea to leave a person handcuffed in a locked vehicle parked on railroad tracks? "Do you see a gun in there? I think it got tossed out. We're trained observers you know. Hey, what's that sound? Where's that bright light coming from?"
