Seriously - most of these hoaxes are actually kids getting into mom's edibles and mom needing an excuse. or kids sharing their parents "candy" with other kids at school.
In addition to the fact that that was the only pack of of gummy worms found, and none of the other candy contained cannabis along with the fact that no one else got any makes the police think it came from somewhere other than the restaurant in question.

When I was a little girl, my mom used to make homemade candy apples for Halloween and they were always really good and safe, even though people used to say if you got an apple there would be razor blades in them. Giving out plain apples for Halloween is a crime against humanity, anyway.
Drugs are not cheap, so I doubt most people are going to just hand them out for free to little kids.
