I wonder if she's allowed to barbecue...

Was she in a body corporate, where you need the collective permission of all the tenants when you want to do something? If not, then you'd think that whatever you do in your own property boundaries (apart from committing serious crimes) is nobody's business but yours. What she should do, if people are going to be so anally retentive as to complain, is either have a barbecue, and get it really smoking; or light the incinerator and have a smoke while she is burning the rubbish. If council by-laws are so strict as to stop her from lighting up a fag, then we as a civilization are totally screwed.
