Man arrested by riot police for theft of 77p pasta

I've only just come across this despite it happening three weeks ago but a hotel manager was arrested by armed police in stealing a 77p pasta. I know theft is theft but was a police response necessary for a case like that. You might see instances like this happening where police are breaking into the hideouts of dangerous criminals not this. It just seems ridiculous I mean why?

I've heard people complaining about police arresting people for words online a lot more than tackling violent robberies, burglaries, murders and so on and it does kind of scare me that being arrested for arguably minor offences or saying something that someone might take "offence". It's the sort of thing that happens in North Korea not here in the UK. I know it's an abuse of someone's freedom of speech to say hateful things about other people and incitement which is criminal but we shouldn't be becoming a police state.
