It's a sad reality that some races can be skewed and that some peoples' votes simply don't count, and thus the people really don't get their say. It was really bad a few years ago in the Washington State governor election when, after the voting booths were already closed, people began 'finding' all of these votes, with some of the votes made by felons and dead people. Also, one of the counties (I think King County) sent their ballots late to people serving in the military. They wouldn't count those votes, but they did count the ones that they supposedly found. They also had three separate recounts (the Democratic party wanted hand recounts), and kept finding more of these votes. They still wouldn't sign in the winner (who was a guy named Dino Rossi (GOP), three times in a row), but when the other candidate finally got enough votes to win from these recounts (it was actually one of the closest races in US history), they automatically signed her in and declared her governor. It was very screwed up, and a lot of protesting went on for the first couple days. Things can be very screwed up anywhere where there's a political party having most of the say. A lot of people in government positions probably would have lost her jobs if the initial winner would have been allowed to become governor, which is partially why it was a little screwy. Some people still cringe when they talk about it.
