Clothes , cough , crippled-ness .
St. Anthony's is an 11 minute bus ride away which costs $5 including return ticket. Cheaper than spending $10-20 or more on salty food at a deli or Burger King, especially since you said St. Anthony's food is better.
If you want to walk there, it's a 30 minute walk away, including rest stops. If you just had a reasonable sleep in and left at 12pm, you can make it there by 1pm. A bus is the better option for you, though.
It's evident that you often spend WAY more money than you need to. WAY more. Whether that's clothing or food, it really "eats" into your budget. In my opinion and probably the opinion of one or two other people here, it's about time you stopped using your crippledness as an excuse and start saving money and getting better nutrition. There are buses available. You are extremely resourceful. When you feel energetic, you can get a lot done. Don't feel sorry for yourself.
An an example, if you woke up earlier, you'd have more time to access these things and probably feel more tired later in the evening. Sleeping in past a reasonable sleep-in time will mean you're way too energetic at a later time of day, when there's not much to do.
By the way, if you ever go to St. Anthony's again, they have more services available than just free food. You really should enquire as to how they can improve your life. Tell them your story. Tell them you can't give yourself the utmost care and need to be placed in a care home. They can't help you if they don't know your problems. The more people you reach out to the better your chances of help.
What time does the sign-up sheet come out?
If you miss the free laundry, it's a short walk to a nearby laundry, you probably know which one I mean. The would cost maybe $5? Pretty cheap if they can clean and dry your clothes.
About your tablet, maybe you can Google "free tablet games to download" or something like that, so you can download some free games to play when you're offline. I might be able to link you to a YouTube video explaining how you can do that, if you're interested. Or you can work it out if you take the time or even ask someone at a nice place like St. Anthony's or a computer lab.

dcj123 has suggested that he may be able to house ASS-P for a while. If he is happy and capable of doing that, then yes, he would qualify for that program as long as he also provided on-going support. If they became and remained friends and ASS-P had access to a shower, laundry, a place to relax and be safe, etc, then I think that would qualify as support.
I'm interested to hear people's opinions on the Nashville journey if he won't be staying with dcj123. Basically, unless I can line something up for him, ASS-P would be homeless or in a shelter again. That would be a long way to go to be in the same position. I've been told by people in Nashville that it doesn't have as many care home facilities as other states.
Tobes, I hear what you're saying, and it's a delicate situation - trying to be respectful and helpful to someone who clearly has serious 'roadblocks' in terms of what sort of help he's willing to receive. And I can understand that ASS-P's fear of a 'care home' situation stems from a deeply traumatic personal experience, and that he values his independence and freedom more highly than his health and safety. I get that, and respect his right to live his life as he chooses, and to make his own decisions.
But it does get frustrating when he asks WP members for in-person, real-life help, which is not the purpose of this forum. We're happy to offer suggestions, and help research information, but it's real-life, hands-on help that he needs, and for that he needs to turn to the social service organizations that exist precisely for that purpose.
As for the Nashville plan, we haven't heard from DCJ for a while, and I just checked his recent posts... I'm very concerned to realize he seems to be in crisis at the moment, perhaps hospitalized, and his last post on Jan. 1 indicated that he was thinking of going into a group home himself. I pray that he's doing all right, but it seems he needs to take care of himself right now, and isn't in a position to be taking on any more responsibilities. (I hope we'll hear from him soon!)
ASS-P, we're all wishing you the best, and want to help you to improve your situation. But part of that entails making better life choices, and that has to be your decision - it's not a decision we can make for you. I understand that you've got a lot of problems working against you, but again, that's exactly why I recommend seeking help from Social Services, and allowing them to give you the guidance and support you need.
I realize that's not at all what you want to hear, and the only reason I'm saying it is that several WP members over the years have tried to make it their personal responsibility to help you, to no avail, and I want them to realize that help is available for you, if you choose to follow through with it. And if you choose not to, that's fine too - I absolutely respect your right to live the way you want. But the rest of us need to not feel guilty about your situation, because ultimately it is your own choice, to live independently, rather than be in a care home.
Wishing you all the best for 2017, and please know we're all here to cheer you on, in your search for a better situation.
Ashariel, I too have been concerned for DCJ, and have been trying to give space for a few days to see if he starts feeling any better. I agree that DCJ needs to take care of himself first and then worry about others.
California has hands down the most plentiful services for homeless people - but there are rules and procedures to follow and yes, wait lists or sign up sheets. You can't stay up all night, sleep until 2 pm and hope to talk to a social worker or care manager about your long-term situation. You also need to know exactly how much assistance you're getting a month - to the dollar. You can't budget if you don't even know how much you're getting, and the amount you estimated and the amount calculated based on what you said is a few hundred dollars off. Until you have hard figures, you cannot possibly budget your money.
This "freedom" ASS-P is hanging on to doesn't sound like much fun - care homes do not imprison you, they do not restrict your movement. Yes, you have to participate in chores (even with a partially amputated foot) and yes you need to keep yourself and your living space clean. No you can't carry around a bunch of bags of things. Small price to pay, but that's just my opinion. This cycle of shelter/hospital/street/shelter/hospital won't end until a long-term living situation is found.
There are very strict local and federal regulations regarding the removal of lead paint and other hazards from old buildings. Lead paint was removed in the 70s in most places. I highly doubt there is anything toxic in these buildings.
Good luck happy new year
Ashariel and Omniel have explained things very well.
An update regarding St. Anthony's as mentioned earlier. ASS-P, two people from St. Anthony's have offered to help connect you with a social worker.
They are open on Monday, Tuesday, Thursday and Friday from 8:30am - 12pm or at the later time of between 1pm - 3:30pm. On the second Thursday of the month they close at 2:30pm.
Please... Please take this advice and make it to St. Anthony's within that generous time frame. If you want the exact bus route there, I will reply with a bunch of bus routes for you.

A post like this makes me wonder if you're being clear when you talk to workers about what you need. With all the problems you're having now, you are complaining because you want a TV/radio or DVD player to entertain yourself or a place to use a computer.
In some of that spare time, make a list of things you need and what priority. Things like a place to live, clothing, food, health care/medication. At the end of the list put the entertainment stuff. Bring the list to St. Anthony's when you talk to a social worker. That will fill up an evening right there.
