Am I naive or do people really do this???

Not even at restaurants.
I worked at a video game store where the boyfriend of a co-worker used to come in, step into the employees only back room, and sell weed to me and the assistant manager. On the last day of working there, one of the store managers drank Jaegarmeister while closing up the store. Also made out with a co-worker I had a crush on in the downstairs storage area.
A few years later, I found a temp job where during the lunch break, I bought oxycodone, quickly crushed and snorted it, and went back to work all cheerful and high.
I'm not proud of this behavior, but just saying I personally know that many shenanigans do occur in the workplace.

I've worked in a bar and I've seen lots of drug taking going on with the staff, mainly cocaine in the toilets or a joint or two on their lunch break.

Is your husband an aspie? If so this may be the reason that he's bullied by his co-workers as they sound pretty childish and their heads are probably still in high school and pick on quiet people for fun.

He may have more luck working somewhere like an office. My experience is that although office politics can be hard to navigate, they are generally a lot more mature and less male dominated.
