If you go too long then they'll start in on ya.. from what I've heard, usually like 7-8 years. At that point if people don't file and bring things up to date, they may just assess and assumed amount of tax owed and then just start garnishing wages. This happened to a guy I worked with who was doing his own contracting work for several years and never filed or paid taxes, so then they just assumed he made $x and owed tax on it and if he earned less he had to file and Prove it.. but with no records or receipts he couldn't prove anything one way or the other and had to just pay huge off every paycheque for yeeeeears. Oopsies.
Some people have been getting re-assessed if they haven't filed in the last 2-3 years and told to repay the covid benefits if they can't prove they earned beneath the threshold to keep them. But CRA is extremely backlogged with work in every department so they literally don't have the manpower to pursue everyone all at once. As of a year ago, they had between 3-4 Years of backlogged work to do in almost every department.. largely due to offices shutting down during covid.. people sitting home, some retiring, social distancing, setting up remote work, some quitting and leaving for other jobs etc etc etc and they're certainly still not caught up yet by a long shot.
Plus maybe they just look at my account history and see that every 2-3 years I file 2 or 3 years worth at a time so they're like whatever, same pattern, this guy always files/reports and life goes on so who cares? Worry about an account that has suspicious activity on it instead.

Somehow my exh went at least ten years without filing so his child support amount couldn't be determined or garnisheed. It was court-ordered for him to provide his tax returns to the court and to me every year and that he'd go to jail if he didn't, but hey, apparently it didn't really matter and he got off scot-free.

After the first year didn’t you report him to the court?

What are they going to do ? Send him a letter that reminds him he never showed them his notice of assessment ? Whoop dee doo. Dude never filed, of course there's nothing to show the court. How is any agency, court or CRA, going to *MAKE* anyone fill out all the forms and file their taxes? Close to impossible, really.
People are supposed to do it.. but then they don't and then what ? Big fat nothing besides they don't get any returns owed to them, or other tax return perks, or prescription drug subsidies etc. But beyond that what are they gonna get besides a letter in the mail that says they haven't filed ?
Taxes assessed and wages garnished? Happens to some, but, many people just drop out of the legitimate economy to avoid paying child support. They work for cash, barter etc.. just go off the radar. Not everyone, but, it's pretty common that deadbeat dads decide to just go off the radar because it's cheaper than child support they don't care about paying.
