True.. but - it is what it is and unless you can get the building manager to quiet her down the best you can do is try various coping mechanisms.
Earplugs, headphones with: music, audiobooks, guided meditations, your tv/computer audio etc - you can hear whatever you're listening to better And a lot less of her noise.

I have some at home I've never tried as the foam ones I use work fine for me. They're fairly big and I assume pliable - so they should fit even the sluttiest of ear holes.

Let us know how those work out. I still have a fresh pack that's been sitting in a drawer for years I haven't tried and I probably won't make a point of trying them before you do.. although - maaaybe - there is Very Loud equipment at work (dynamometer testing horsepower & torque of cars by revving them up like crazy) sooo maaaaybe I will try a pair out and see if they work better for really loud noises before yours arrive.

I just wish the landlords could do something to make it more soundproof. Plus she has no carpets or rugs in her apartment at all, so she's walking around on bare creaky floorboards. My boyfriend has been up there before to check a leak she had, and he said she has nothing on her floorboards, no rugs or carpets or underlay or anything. These apartments aren't that old and did originally come with all new carpets already laid with underlay, so she must have got rid of her carpets. Stupid annoying b***h.
I'm not really the sort to constantly have music on unless I'm creating my art, and I only listen to audiobooks when I'm taking a nap. I do put the TV on to drown out her stupid noise but I prefer the TV wasn't on during the day. Sometimes I do like to hear some noise, like the weather (wind, rain or thunder) or cars going by outside, or birds singing.

Complain to the building management about that. There may be rules about the types of flooring and sound deadening that must be used in every unit. There are in condo buildings here - it’s written right into the strata what decibel ratings are required for sound transfer through flooring materials.
In my brothers building, they have to have underlay and carpet level quiet type flooring. They’re switching to vinyl plank,
But in order to achieve the sound deadening they can’t use standard foam underlay and have to order some more expensive cork underlay instead. It doesn’t bother them much as they Want to be respectful of their downstairs neighbours. And their building is concrete construction, not wood! (Concrete is way quieter between floors.)
Complain. There may be something in writing about flooring requirements and sound proofing.
