Condemned to an eternity of loneliness...
That's what it seems like, right now... I've been constantly trying to get out of this misery, years ago by trying to get a pet... but apparently I couldn't have cats or dogs, even though BOTH of my adjacent neighbours have them, with all their barking (though luckily small dogs).
Then, constantly for the last two years, I've been telling this organization that's supposed to be helping me socially, that I'm extremely lonely... and instead of responding to that by increasing social opportunities available to me (which they are perfectly able to do), they've been increasingly decreasing the possibilities I've had more of in the past (it's like they're saying "ha... ha, this is how awesome life could be, and how awesome it is for these many other ret*ds who barely know of anyone else's presence, but it can never be like this for you because, as you happen to be born within the cradle of misery, we can only ever afford even more misery").
And now I'm trying to go back to a place that I once left in the hope of having even more social contact (which, per above, has failed miserably and utterly)... it's likely that I won't be able, though, because apparently I need to be homeless to be admitted. I'm currently surrounded by a variety (!) of slabs - and stone could very much replace human contact, of course.
I'm becoming so desperate that recently, upon figuring out that (apparently) guide dogs would be allowed even in rented flats that disallow pets, I actually considered whether I could make myself blind... still an option, because of those goddamn greedy bastard landlords, swimming in money but can't even let a friendless person have a pet... I guess it could be an option somehow, at least just before considering suicide.

Here's an idea. Volunteer at an animal shelter. That way you get out of the house for an extended period, you get to interact with the animals but don't have to deal with the mess and food and vets, you get to meet people to have social contact, and you also are doing some good by helping the animals there.
Why not give that a try? That kills two birds with one stone. If you don't like it you can always quit, but it can't hurt to try.

I'm very sorry to hear of your difficulties. Is there any way you can create social opportunities for yourself, if that's what your looking for? Any clubs, church, anywhere safe where there's no barriers to joining in?
Does communicating online help you? Could you get involved in more forums or groups or does that type of interaction not do it? I know it can be inferior, but it may get you through a crisis.
Organisations sometimes just don't live up to their promises. Have you brought up the issues you're having with them in any official way? Like contact whoever's in charge, or maybe they have a place for suggestions or complaints?
Please don't consider blindness or anything drastic. It won't be worth it for a guidedog - it could go horribly wrong and bring you all sorts of unanticipated problems. As someone who deals with physical disability, I know your health is not something you want to mess with. Though it does suck that you can't have a pet. Can you have a pet of any sort (even fish?!) or spend some time with animals in some way?
Please hang in their. A lot of people are lonely. I understand how it makes you despair. Don't waste time getting angry at other people - landlords or whoever. They just don't think of the consequences of what they're doing and don't understand. They're probably not out to get you personally. Anger just isn't worth it.
