Help with situation please

I have a new neighbour upstairs and he plays loud music. He is fine with me asking him to turn it down but he is still playing it loudly, he says he is slightly deaf and joked with me just to slap him if he makes more noise. He is still making noise.

Not only that but because we got on quite well he said to me that he would have to come down and visit me and jokingly said he would have to find some reason to do it.

I'm no good with understanding these situations. Does it mean he likes me in THAT way? How do I let him down in a gentle friendly way? He is very friendly and I want to keep the peace. He has not crossed any boundaries apart from the noise. Maybe I can just talk to him with him outside the front door rather than let him in. I don't mind being friendly neighbours.

Hard to keep the peace with someone who doesn't. He is friendly but still blowing you off and has the nerve to then suggest getting chummy. Assume he is thinking about that reason for visiting.

Are there any noise regulations in the apartments where you live? Quiet hours? What about justification for making a noise complaint to police? After coming up to speed on any regulations, give him one last warning, mentioning that you will have to make formal complaint next time.

The only other option is to just put up with it and hope someone else complains, which is understandable if you really want to avoid the confrontation. But don't worry about curtly putting him in his place if he tries to call on you. Just say your busy and if he tries to set up another time, tell him no politely but firmly.

Yeah, if you can pull off a bit of fake laughter, the next time you see him say something like "You know, the next time I hear your noise I am calling the police hahhaha..I am not even joking hahahaha"

That should do it.

It is the 'nice' kind of manipulation and the most commom kind then. i didn't see it before you pointed it out. Makes a change from the inyourface kind I sometimes get. I will do the I'm busy thing. Thank you for your input. :D

Megabass, I have a lot of problems with loud noises, too. I just tell people I suffer from migraines, or I'm currently suffering a migraine. I find people are very receptive to the idea of lowering the tone of their voice, the volume, etc if it appears it's causing physical distress. Which it is! Grab your forehead or some other dramatic gesture so you make your point. :) Good luck!
