Well if employment and education are barriers, I'm sure you've considered trying to improve both of these. Are you associated with a job office? They're useless most of the time, but perhaps in your area they might be more helpful? Thought about approaching the problem of education and employment together perhaps, in a traineeship or apprenticeship type situation? Are there any local courses you could take to upskill, or even correspondent?
For social contacts, I find interest groups and interest classes easiest. You can learn to interact with people where there is a subject matter you're both interested in (otherwise you wouldn't be there) and at least you have that in common.
If you are in receipt of some form of financial aid, there may be rental assistance subsidies you could access.
