How different mental health systems treat people

Looks like I'm moving again... Back to a county I was before however... But I can't believe how differently different counties treat same issue:

My current county's community mental health:
You're having problems with your husband... We're going to convince you he's garbage and you'll be better off alone!

County I used to be/ going back to... We'll set you guys up with an individual therapist and have you go to marriage classes!

The marriage classes/counseling was great and when we move back I'm going to them again, but the current people I'm with are they telling other people to just ditch their spouses if they are having problems? I've been married for 5 years and I would say we get along more than we don't... but there are issues that sometimes almost end our relationship... It's just interesting to see the contrast.
