You go right ahead and report the fraud on your uncle's part. Your rent+utilities is income he is not reporting, and it is short-changing you. I hope you pay these expenses by check, so you have proof you paid and he accepted payment. If not, start. Or demand a receipt every time.
I also have to observe that every time you get involved in some sort of business arrangement with your extended family, you are getting screwed. This is probably part their fault and part yours - your part being you are easily taken advantage of. You could stop being a victim today, if you like.
