Yes, there is a difference, but the idea of where the line goes is not universal. You think it's scaremongering and have the right to think so, but those who think it isn't have the right to think so as well. It's not really your fault that you got triggered, but the people who wanted to discuss the topic aren't at fault, either.
I think that the best thing is to just avoid threads that have titles that sound like they could be triggering or, as a bigger precaution, avoid entire sections on the forum.
