Well, Lancashire has never produced any IPAs of any kind so you're kind of out of luck on that score. Lancashire beers are known for being, well, a bit safe and bland. The nearest Lancashire beer to an IPA would be something like Lytham IPA (5.6%) or Thwaites Indus Pale Ale (4.6%), both of which are very nice beers in their own right. Bear in mind though that not all of these get bottled; some are cask-only. But the Indus Pale Ale certainly is bottled and I have the photo to prove it.
Hardknott Brewery up at Millom in Cumbria produce a 6.5% ruby red IPA called Infra Red. Their beer isn't particularly cheap to put it mildly and it isn't sold in regular shops here either. And the Bitter End Brewery at Cockermouth produce a 5.5% IPA of their own. That's nearly a two hour drive from here though.
Marble Brewery of Manchester produce some interesting - and top notch - beers. Their Marble IPA (6.5%) and especially Marble Dobber (5.9%) are particularly worthy of note.
Apart from that, you're probably looking at some from Yorkshire. Not strictly local but it's not coming from halfway across the country either.
