Well rats have similar complex social intelligence to humans, except they can't talk or read. If they did then they might take over the world. Imagine in 2,000 years time rats evolved to have human intelligence. That'd be so cool.

Argentine ants (Linepithema humile), imported red fire ants (Solenopsis invicta), tropical fire ants (Solenopsis geminata) and some others that form supercolonies might come close, depending on how you define dominant.

Brown, black and Polynesian rats might come close. They've taken over all sorts of islands and often outlasted the humans who brought them.

Rats definitely seem like one of the animals that might have language skills, in the same manner as whales and some primates.
