It's weird how white people are supposed to tan yet some black people feel they have to bleach their skin to appear whiter, which is wrong on so many levels. Perhaps society wants everyone to be the same colour, like not too white and not too black?

I think sometimes it's said out of curiosity. There are different tones and undertones within the white category. Some people are unable to tan. My sister's boyfriend is like that. Incredibly pale redhead. He just burns.
Personally, I can tan. However, I can't tan as much as my mother because I take more after my dad's skin tone. Growing up, people were concerned because they'd see my mother and assume that must be my skin tone so they'd see me and think oh no! She's unnaturally pale! Then they'd see my dad and it would click.

Tanning has become a mark of beauty because it is meant to show that someone is well-travelled and active outdoors. Therefore well-off. Generally, signs of wealth have been tied to beauty standards throughout the ages.
And yet, due to racism and colorism there is pressure on those with a darker complexion to appear lighter. There are plenty of articles out there that go into detail on that particular phenomenon more than I ever could.
