I usually do have those urges, because I love cats and how their fur feels. However, if they are sick, have lots of fleas, or are aggressive, I usually leave them alone.

I always say hello to any cat I meet on the street and give it a pet if it's friendly. Same with dogs--but with a bit more caution.
