If that was the only time then it is still more than enough to be turned off from him or any person who has done it. The fact he didn't completely deny it or protest any kind of innocence tells me he did it and knows he likely did it but is claiming to have no memory and came out the closet whilst apologising as though that would get him off and/or make people sympathetic towards him
If Spacey had stopped with the apology, it would have gone down as a good one. By following it up with his decision to "live as a gay man" (whatever that means), Spacey drew an implication of some connection between predatory sexual behavior and homosexuality, a libel commonly raised by the religious right and vigorously opposed by reasonable people.
I'm not so sure an apology for forcing himself on a minor would really cut it tbh. If he did it and knew the lad was underage then he is a paedophile, plain and simple. Saying he is gay at a time like this, and the way he said it (if he did say it cos we all know MSM can lie and twist things), well I'm not entirely sure why he thought it would be a good idea to say it at a time like this, but it has made him look bad, saying it like it is a choice and committing a horrendous libel in the process has made him look even worse.
I will say though, if he turns out to be completely innocent and not even into kids like that then I'd gladly eat all my words, and he could be forgiven for his Freudian slips
