I don't think fame depends on how many people you work with, necessarily. Maybe he became famous when he worked in a big city, or maybe he's famous for writing a book (which can be done by yourself), or maybe he pulled off a particularly complex task and it was picked up by the news, where a lot of people saw it. I don't know who he was, so I can't give an exact reason, but those are some examples.
