To be honest though I've never even heard of Todmorden.

Harold Shipman. Well, he worked there for a bit. I think he was booted out of there for drug abuse though.

Wikipedia says that in 1975 he was caught forging prescriptions of pethidine for his own use. He was fined £600, and briefly attended a drug rehabilitation clinic in York.

This was obviously well before he went on to murder hundreds of patients though.
