Whilst the laws are superfluous (murder is illegal) and they suck (a box of matches can wreak far more havoc than any rifle or handgun devised), you can always get a small carbine in .22LR or a centerfire pistol caliber (the latter aren't anything special in a rifle). You can shoot either at the range. The ubiquitous Ruger 10/22 in .22LR is cheap, and you can probably buy one from Wallmart cheaply; they aren't pretty, but they work well and they're cheap.
