Whereas, shooting from a hide, keeping the brass, wearing full overalls, gloves and covering your head; prints clean on everything, no security footage (getting close to people means getting picked up on cameras, whereas choosing a hide away from cameras is possible at a distance), and an unregistered scoped centerfire bolt rifle in .223 or larger (i.e., no serial number), and your exfiltration preplanned away from observation, means you'll get away with it.
A simple head shot on a measured distance to the target at 300 meters (wind plays into it big around 300 meters+ with .223 or larger, so at or close to 300 is far enough away to be disconnected from the target and provides you enough breathing space in regards to your chosen hide, and it's an easy shot for someone trained).
Bad luck is the only factor here in getting caught, but you can minimize the variables to make it effectively close to 0% chance.
