Good question.
The static I think you refer to on an analog TV is in fact noise.....like a visual hiss.

However old CRT TVs needed tens of thousands of volts to accelerate 3 electron beams and that made them attract dust and hair towards the screen.
I've disassembled TVs with up to an inch of dust caked on the back of the screen.

I'd be charging extra for licking a CRT.
