A simple head shot on a measured distance to the target at 300 meters (wind plays into it big around 300 meters+ with .223 or larger, so at or close to 300 is far enough away to be disconnected from the target and provides you enough breathing space in regards to your chosen hide, and it's an easy shot for someone trained).
Bad luck is the only factor here in getting caught, but you can minimize the variables to make it effectively close to 0% chance.

There's still some problems there. You're going to have to hide out beforehand, as by the time you get 300 meters away, they could be somewhere else entirely. So you're either going to have to known their schedule beforehand or lure them out there somehow. If you do the former, you're going to have to do some stalking, which leaves you vulnerable to people noticing. If you do the latter, there has to be some form of communication there, and that could potentially be traced back to you.
Clearly, you're going to have to have an isolated spot to shoot from if you wear overalls, gloves, and a hat of some sort. If that's the case, you're going to need to be able to get to and from it without being noticed, which shouldn't be too difficult except for the fact you'll have to change at some point (wearing overalls, etc, in public is going to get you noticed), so either you'll be changing at your hideout (best) or somewhere between your starting destination and there (not so best).
Plus, you'll have to obtain the gun somehow. If you buy it legally and something screws up, they'll be able to connect it to you through ballistics and records. If you get it illegally, you're putting trust in someone else who may give you up.
Just saying. It's a good plan, but it's not effectively 0%, especially with the first problem (getting the victim into position). Personally, I prefer going with natural looking, like using succinylcholine (though that, of course, brings up problems all its own).
