Alrighty native francophones of WP, here's my question to you:
Consider how an American says "blur". Does it sound like bleu?

If you say "blur" but don't enunciate the r at the end, then yes, that would be very close. That's only an approximation, however. The "eu" sound in French is pronounced further back in the throat.

I'm not a native francophone, though. I have spent years studying French at the university level, however.

Ø is a front vowel. The American r-colored vowel is central.
