Probably speeding / traffic violations and music / media piracy. Jaywalking and littering probably come after that. Then dishonesty on tax forms, legal forms, and stuff like that. Underage drinking and illegal marijuana possession (also abuse of prescription drugs) are probably a little further down the list.

Other than parking and speeding violations, my guess would be:

Drunkenness and (in those countries where the age of 'consent' is 18 or higher) probably statutory rape

Honest to God, officer, it's awful.

I'll go for piracy and copyright violation.

Purchasing the cigarettes is illegal, smoking them is not.

That is not true. State your source.

It's not even the purchasing of them that is illegal for some - it is the sale of tobacco products to minors.
And smoking is against the law in many public places

Not in my home town you wouldn't. The archery field no longer exists. It's site is currently a busy thoroughfare in the town centre. You'd get hit by a bus if you tried. :D

Wouldn't the obvious answer be speeding?

Think about it. I'd wager that 95% of the drivers on the roadways drive over the posted speed limits so that technically makes them breaking the law.

Not every one pirates stuff, not everyone you know litters... but probably everyone you know will drive over posted speed limit.

Speeding

Then somewhere after that: piracy, illegal substance use, underaged sex

"Intellectual property" "theft".
There are hundreds of tracks in another thread here linked to youtube, most of which aren't approved by the record companies, by listening to them it technically consitutes piracy, though it would never be punished.

Every person that has accessed the internet has done this, aside from the minority of the population of countries in which the site is blocked.
