Follow these instructions:
  • Download the program. save it on your computer.
  • Click on the application. Click Yes on the security alert.
  • Click on Browse. Now select the image that you want to make your background.
  • Click OK.
  • Then click Apply.
  • Exit the application.
  • Log out and log back in.
  • Voila!! ! You have successfully changed your background on a Windows 7 Starter!! !

Is this a virus may I ask?
Enjoy.

No, it isn't a virus. Look at the comments on the download link, loads of people have used it and it worked fine. Scan it with your anti-virus program before you run it if you're suspicious.

Or, if you still really don't want to use it for some stupid reason, I suggest acquiring a better version of Windows 7 or just switching to a decent OS. Any Linux distro will do. OSx86 makes a fun project, too.

It should be an .exe file. I downloaded it and it was an .exe. You should be able to run it and follow the instructions.

If it has no extension, add ".exe" to the end of the file name.

Oh yea, can I also point out that you may have to "Run As Administrator".
