What, you mean the colour? Well yes, there's really no excuse for that at all.

But the tree is innocent: it was old before a need for driveways existed and is probably protected, so (fortunately) can't be hacked down.
Plus there are likely to be ridiculously complicated laws and stuff governing the "right" to have a driveway cutting across the pavement, then there's the access slope from the road, and the effect that would have on existing parking places (which are probably paid-for, residents-only spaces).
