Bicycle+umbrella=disaster.

All of my regular clothing is covered with oilcloth for moderate rain deflection. I also have a layer of silnylon to go on top, for heavy rains.

I didn't read every comment so mine was not directed at you. I'd only heard it used in reference to a reclining garden chair before though, but by context it would make sense to assume a raincoat since an umbrella is something which is held like a shield for personal defense against rain so a likely complement of that would be a designation of armor against the rain that is worn rather than held.
