-Anyone who is loud AT ALL. Its a library, geeze.
-All the people who come just to use the internet, usually for stuff like facebook or flashgames etc. Go to an internet cafe, its so annoying when some kid has the volume turned up while he's playing a game on newgrounds.
-People who bring food and drinks.
-People going to the library like its a hangout/meeting place akin to the mall. If you want to meet some friends to go check out books that's cool..but that is of course never the case
-Parents using the library as a makeshift daycare.
Pretty much everyone who goes to the library anymore. ^

There needs to be a "you need to smell this decent to use the library" rule. When I was living in the University District in Seattle, hobos would always use the computers. They somehow stole three hundred and fifty dollars out of the library return bin that the library wants me to pay for.
That's bull.
Hobos should just not be allowed in libraries, on buses, and pretty much anywhere where they steal and drug up the area.
Libraries should require memberships or a one time fee if you are not enrolled in a school. That would fix the hobo problem. Its not unreasonable at all, you go register the years you are in school as a field trip, tour the library etc then once you're graduate you have to pay the entry fee or membership if you want to keep going, which wouldn't be terribly expensive. Annoying kids could at least be..somewhat responsible for their behavior this way and everyone who needs to do research for projects and essays doesn't "suffer". This would deter some of the annoying people, though not even close to everyone..or even half.
