This isn't like having a big dog, even the biggest, nastiest dog has got NOTHING on a cougar. This thing has lightning reflexes, it can jump several metres in the air no problem, it can probably pounce 10m, it's probably a lot stronger than a strong man and has claws that could quite possibly disembowel a person.
I don't care how responsible that guy thinks he is being; there is nothing responsible about keeping big cats as pets. Any animal can flip out one day and if that one does someone could very easily die before anyone can do anything about it.
Not to mention the big cat could be simply playing and unknowingly hurt or kill its master.
