should abused kids be locked up?

Who in their right mind would lock up the VICTIM of a crime, rather than the perpetrator? I say the law needs to get tough on parents who abuse their kids, because abuse seriously screws people up, and kids who are abused growing up often end up become abusers themselves, perpetuating the cycle.
i live in israel and not sure what the law there is. i read that if a kid is in immediate danger and there's no other option, then a police sergeant or a judge can decide to lock him up in a police holding cell or juvenile hall. dont know if it means if the kid is a danger to himself, endangers himself by deliberately hanging with criminals, coming home at three in the morning, drinking etc, which would be understandable. or if it means if there's abuse at home, and for some reason there's no shetler of foster home available at the moment, which is outrageous and means the police is too lazy to solve the situation by demanding the kid stays at cps office or something similar. i asked in israeli law forums, and no one knows. i'm over eighteen, so not worried about it. it just makes me distrust authority more than i already do. police here is extremely lazy and never solves crime. no point in calling them anyway. makes me mistrust and hate cops.

Personaly, if I was fleeing an abusive situation or some gang or something was after me, I wouldnt mind if the police kept me locked up in a cell by myself for a few hours to protect me until they found some place of safety to take me.However, they should never do this to a kid, and it could traumatise them, and they shouldn't have to anyway.
Can they wait in the office or something until the social worker arrives?
If a kid is a runaway due to abuse, I think that kid should be helped than treated as a delinquent.
I am not sure if we do that here or not with kids.
